- Recognize the need
Stakeholders must begin with recognition of the need for a division-wide AT Team.

Gain school/division administrative support
Begin an associated division data review process (examples: test scores, disproportionality, graduation rates, Least Restrictive Environment (LRE), number of Augmentative and Alternative Communication (AAC) users, number of students with disabilities, testing accommodations, other division initiatives). Share this information with administrators to support the need for an AT Team.

Establish an AT Team
- Identify and recruit a multidisciplinary AT Team. Membership may include special education teachers, general education teachers, related service providers, administrators, instructional technology providers, family members, and others.
- Division-wide representation across schools, grade levels, and special and general education, to the greatest extent possible.
- Establish team norms, communication structures, (including shared drives and communication structures across the division) and roles and responsibilities.
- Establish a regular meeting schedule.
- Create a division-wide AT vision and mission statement
- Review other internal division vision and mission statements.
- Create an AT specific statement or integrate into other division vision and mission statements.

Complete an AT needs assessment
- Analyze division-wide AT data (Accessible Educational Materials, AT written into IEPs and 504s, see other resources listed in 2. above).
- Identify team skills and needs.
- Complete Division-Wide AT Services Assessment (Using tools such as the Profile of AT Services in Schools and the Quality Indicators for Assistive Technology).

Initial Implementation |
- Create an action plan based on identified needs
- Adopt policies and procedures
Develop and adopt policies and processes related to AT consideration (VDOE), AT assessment (WATI), AT implementation, periodic review, and materials inventory.
- Address AT learning needs
Develop a professional learning plan for the AT team and full division (professionals, students and families) to meet identified needs.

- Provide support to others
Implement and promote AT efforts to meet the needs of professionals, students, and families.
- Continuous improvement
Conduct ongoing internal evaluations of AT service efforts and needs to inform improvement and sustainability.
